The Standing Committee on Canadian Heritage met at 11:20 a.m. this day, in Room 237-C, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Mauril Bélanger, Paul Bonwick, Sarmite Bulte, Maurice Dumas, John Godfrey, Clifford Lincoln, Inky Mark, Ted McWhinney.

Acting Members present: Rick Laliberté for Wendy Lill; Caroline St-Hilaire for Suzanne Tremblay.

In attendance: From the Library of Parliament: Gaston Blais; Luc Gagné, Researchers.

Appearing: From the Department of Canadian Heritage (Parks): The Hon. Andy Mitchell, Secretary of State for Parks.

Witnesses: From the Department of Canadian Heritage (Parks): Bruce Amos, Director General; Susan Katz, Director, Legislation and Policy Branch.

Pursuant to the Order of Reference of the House dated Tuesday, December 1, 1998, a study of Bill C-48, An Act respecting marine conservation areas.

The Chair called Clause 1.
