Meeting No. 57
Tuesday, December 1st, 1998
The Standing Committee on Canadian Heritage met at 11:10 a.m. this day, in Room 308, West Block, the Chair, Clifford Lincoln, presiding.
Members of the Committee present: Mauril Bélanger, Paul Bonwick, Sarmite Bulte, John Godfrey, Raymond Lavigne, Wendy Lill, Clifford Lincoln, Inky Mark, Dennis Mills, Mark Muise and Suzanne Tremblay.
Acting Members present: Jerry Pickard for Ted McWhinney; Denis Coderre for Joe Jordan.
In attendance: From the Library of Parliament: Mollie Dunsmuir, Researcher.
Witnesses: From the Department of Canadian Heritage: Don Stephenson, Director General, Cultural Industry; Allan Clarke, Director, Publishing Policy & Programs and Jeff Richstone, Lawyer, Department of Justice.
Pursuant to the Standing Order 108(2), the Committee proceeded to consider its future business.
Suzanne Tremblay moved,--That the Report of the Sub-Committee on the Study of Sport in Canada be adopted as the Standing Committee on Canadian Heritage Sixth Report and that the said Report be presented to the House.
The question being put on the motion, it was agreed on the following division:

It was agreed, - That the Committee request a Government Response to the Report, pursuant to Standing Order 109.
It was agreed, - That the Committee append the dissenting opinions of the opposition parties following the Chair's signature.
It was agreed,--That the Committee print 1300 English copies and 1300 French copies of the said Report.
It was agreed,--That the said Report include a special coloured cover.
At 11:20 o'clock the Committee proceeded to consider Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers pursuant to the Order of Reference of the House dated Tuesday, November 3, 1998.

Pursuant to Standing Order 75(1), Clause 1 was stood.
On Clause 2
Mauril Bélanger moved,--That Clause 2, be amended, by striking out lines 13 to 17, on page 1, and substituting the following therefor:

Mauril Bélanger moved,--That Clause 21, be amended, by striking out lines 1 to 8, on page 11, and substituting the following therefore:
"21. This Act does not apply so as to prevent a foreign publisher who lawfully supplied advertising services directed at the Canadian market by means of a periodical during the year before the day on which this Act was introduced in the House of Commons from continuing to supply advertising services directed at the Canadian market by means of that periodical."

The proposed amendment suggests a new title to the Bill which does not reflect the amendments that were adopted by this Committee earlier as per the Citation 706(1), Beauchesne, 6th Edition.
Consequently, I will rule this amendment out of order.
