MINUTES OF PROCEEDING
(Meeting No. 5)

Wednesday, November 5, 1997


The Standing Committee on Canadian Heritage met at 3:40 o’clock p.m. , this day, in room 701, La Promenade Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Clifford Lincoln, Mauril Bélanger, John Godfrey, Dennis Mills, Pat O'Brien, Jacques Saada, Jim Abbott, Deepak Obhrai, Caroline St-Hilaire, Suzanne Tremblay, Wendy Lill and Mark Muise

Acting Members present: Rey Pagtakhan for Paul Bonwick and Jim McKay for Sarmite Bulte.

Other Member present: Denis Coderre.

In attendance: From the Research Branch of the Library of Parliament
: René Lemieux and Susan Alter, Research Officers.

Appearing: The Honourable Sheila Copps, P.C., M.P., Minister of Canadian Heritage.

Witnesses: From the Department of Canadian Heritage: Suzanne Hurtubise, Deputy Minister, Canadian Heritage and Norman Moyer, Assistant Deputy Minister, Citizenship and Canadian Culture.

Pursuant to Standing Order 108(2), the Committee proceeded to consider an overview of the Canadian Heritage Portfolio.

The Honourable Sheila Copps made an opening statement and, with Suzanne Hurtubise and Norman Moyer, answered questions.

At 5:14 o'clock p.m., the sitting was suspended.

At 5:16 o'clock p.m., the sitting resumed.
Suzanne Tremblay moved,--That the Standing Committee on Canadian Heritage create a Sub-Committee for the Study of Sports in Canada.
- That the Sub-Committee be composed of nine members; namely five members from the Government, one member from the Reform, one member from Bloc Quebecois, one member from the New Democratic Party and one member from the Progressive Conservative to be named by the Chair after the usual consultations with the respective Whips.
-That the Chair be Dennis Mills;
-That the sub-committee be delegated all of the powers of the Standing Committee on Canadian Heritage with the exception of the power to report to the House;
-That the sub-committee only sit when the Standing Committee on Canadian Heritage stands adjourned;
-That the House of Commons and the Library of Parliament provide the necessary resources to the sub-committee;
-That Finn Poschman, Research Officer, Library of Parliament, Economics Divisions, be assigned to the sub-committee;
-That $3,000.00 be allocated to the sub-committee from within the budget of the Standing Committee for witness expenses, professional and administrative support, publicity and other areas as required;
-That the terms of reference consist of the following:
To report on prevailing concepts and definitions of both amateur and professional sport in Canada and the effect of professional sport on amateur sport;
To define the role of the federal government in relation to non-governmental, national and international organisations and agencies in promoting and developing Canadian participation in sport;
To explore ways in which the Government could improve further, the extent and quality of Canadian participation in both sport at home and abroad; and
Any other matters the sub-committee deems fit within the parameters of the above terms of reference; and
- That the Sub-Committee report it findings and recommendations to the Standing Committee on Canadian Heritage by June 30, 1998.
