MINUTES OF PROCEEDINGS

Meeting No. 51

Tuesday, November 17, 1998

The Standing Committee on Canadian Heritage met at 11:07 a.m. this day, in Room 269, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Mauril Bélanger, Paul Bonwick, Sarmite Bulte, John Godfrey, Raymond Lavigne, Wendy Lill, Clifford Lincoln, Eric Lowther, Ted McWhinney, Dennis Mills, Mark Muise and Suzanne Tremblay.

Acting Members present: Sarkis Assadourian for Sarmite Bulte and Monte Solberg for Inky Mark.

Other Member present: Sarkis Assadourian.

In attendance: From the Library of Parliament: Gaston Blais and Grant Purves, Researchers.

Appearing: The Hon. Sheila Copps, Minister of Canadian Heritage.

Witnesses: From the Department of Canadian Heritage: Michael Wernick, Assistant Deputy Minister, Cultural Development; Allan Clarke, Director, Publishing Policy and Programs and Jeff Richstone, Lawyer, Department of Justice.

Pursuant to the Order of Reference of the House dated Tuesday, November 3, 1998, the Committee proceeded to the study of Bill C-55, Foreign Publishers Advertising Services Act.

The Honourable Sheila Copps made an opening statement and, with the witnesses, answered questions.

At 12:13 p.m., the sitting was suspended.

At 12:15 p.m., the sitting resumed.

By unanimous consent, the Committee proceeded to consider its future business.

On motion of Wendy Lill, M.P., it was agreed,--That this Committee call before it members of the Board of Directors of the National Arts Centre, and other interested parties as determined by the Committee, to discuss the centre's mandate, resources, management and operations; and

-That these witnesses be scheduled in at the earliest convenience, as determined by the Committee Chairperson provided that the meetings be not held during a period of labour strife at the National Arts Centre.

It was agreed, on division,--That the request by Inky Mark to invite the Ministers of Industry, International Trade, and Justice to appear before the Committee for its study of Bill C-55, Foreign Publishers Advertising Services Act be negatived.

On motion of Paul Bonwick, it was agreed, on division,--That Professor Jamie Cameron of Osgoode Hall Law School, and MacLaren Corlett, Barristers & Solicitors on behalf of The New England Journal of Medecine, Journal Watch, Aids Clinical Care and Health News be invited to submit written briefs on Bill C-55, Foreign Publishers Advertising Services Act be negatived to the Committee.

It was agreed unanimously,--That the Standing Committee on Canadian Heritage of the House of Commons congratulate Keith Kelly for his outstanding service to the Canadian cultural sector and for being the first recipient of the Keith Kelly Award for Cultural Leadership.

On motion of Dennis Mills, it was agreed,--That the Standing Committee on Canadian Heritage seek permission from the House for the purposes of reimbursing the Sub-Committee on the Study of Sports in Canada for its informal meeting held on November 10, 1998 in Toronto, in the amount of $10,000.00, at which it received evidence from the National Hockey Players' Association.

The Chair informed the Members that pursuant to Standing Order 106(3), he had received a request for the Committee to convene a meeting within ten sitting days for the purpose of examining the process by which the report on Canada's compliance with the United National Convention on the Rights of the Child is being prepared.

At 11:55 a.m., the Committee adjourned to the call of the Chair.
