MINUTES OF PROCEEDINGS

Meeting No. 55

Wednesday, November 25, 1998

The Standing Committee on Canadian Heritage met at 3:35 p.m. this day, in Room 705, La Promenade Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Mauril Bélanger, Sarmite Bulte, John Godfrey, Raymond Lavigne, Clifford Lincoln, Eric Lowther, Inky Mark, Ted McWhinney, Dennis Mills, Mark Muise and Suzanne Tremblay.

Acting Member present: Dale Johnston for Jim Pankiw.

In attendance: From the Library of Parliament: Mollie Dunsmuir and Gaston Blais, Researchers.

Witnesses: From the Department of Foreign Affairs and International Trade: John Gero, Director General. From the Department of Canadian Heritage: Michael Wernick, Assistant Deputy Minister, Cultural Development and Allan Clarke, Director, Publishing Policy and Programs.

Pursuant to the Standing Order 106(3), the Committee proceeded to consider the purpose of examining the process by which the report of Canada's compliance whith the United Nations Convention on the Rights of the Child is prepared.

It was agreed, on division,--That the proposed motion by Eric Lowther be stood pending the preparation of a report by Heritage Canada on the process followed to prepare Canada's second report on Canada's compliance with the United Nations Convention on the Rights of the Child and that the report by Heritage Canada be submitted by February 1, 1999.

At 4:15 p.m., the Committee proceeded to resumed consideration of Bill C-55 pursuant to the Order of Reference of the House dated Tuesday, November 3, 1998, a study of Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers.
