WEDNESDAY, NOVEMBER 19, 1997


The Standing Committee on Canadian Heritage met at 3:40 o’clock p.m., this day, in room 705 La Promenade Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Clifford Lincoln, Mauril Bélanger, Paul Bonwick, Sarmite Bulte, John Godfrey, Joe Jordan, Dennis Mills, Pat O'Brien, Jacques Saada, Jim Abbott, Eric Lowther, Deepak Obhrai, Caroline St-Hilaire, Suzanne Tremblay, Wendy Lill and Mark Muise..

In attendance: From the Research Branch of the Library of Parliament: René Lemieux, Research Officer. From Committees and Legislative Services: Suzanne Verville, Procedural Clerk.

The Committee resumed consideration of its Order of Reference dated Tuesday, November 4, 1997, relating to Bill C-7, An Act to establish the Saguenay-St. Lawrence Marine Park and to make a consequential amendment to another Act (See Minutes of Proceedings and Evidence dated Thursday, November 6, 1997).

The Committee resumed consideration of Clause 2.

After debate the question being put on Clause 4, it was carried.

Ordered,--That the Chair report Bill C-7 without amendment to the House.

By unanimous consent, the Committee proceeded to consider its' future business.

It was agreed,--That a panel of witnesses consisting of Maude Barlow National Chairperson for the Council of Canadians, Keith Kelly, Executive Director for the Canadian Conference of the Arts, as well as other experts be heard the week of December 7, 1997 on the topic of MAI and other issues.

Jim Abbott moved,--That the Standing Committee on Canadian Heritage to study the issue of the National Capital Commission policy on holding National Capital Commission Board meetings behind closed doors; and

-That, further to invite the Chairman of the National Capital Commission, Marcel Beaudry, to appear before the committee; and

-That further to recommend that all future National Capital Commission Board meetings be open to the public.

And debate arising thereon;

The question being put on the motion it was negatived on the following division:
