MINUTES OF PROCEEDINGS

(Meeting No. 19)

TUESDAY, FEBRUARY 24, 1998

The Standing Committee on Canadian Heritage met at 11:10 o’clock a.m., this day, in room 208 West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Clifford Lincoln, Mauril Bélanger, John Godfrey, Pat O'Brien, Jacques Saada, Deepak Obhrai, Suzanne Tremblay, Wendy Lill and Mark Muise.

In attendance: From the Research Branch of the Library of Parliament: René Lemieux and Susan Alter, Research Officers.

Witnesses: From the Canadian Conference of the Arts: Keith Kelly, National Director.

Pursuant to its motion adopted on October 21, 1997 regarding notice of motions, the Committee proceeded to consider a motion by Deepak Obhrai.

Deepak Obhrai moved,--That, in the opinion of the Standing Committee on Canadian Heritage, the appointment of Alan R. Eagleson, O.C., Q.C., LL.B., as an Officer of the Order of Canada should be revoked, on the grounds that Mr. Eagleson has pled guilty in both U.S. and Canadian courts of law to multiple charges of mail fraud

Statement by the Chair

The Chair stated that the motion was beyond the scope of the Committee's mandate but that he would be willing to entertain it if unanimous consent was obtained.

Unanimous consent was denied.

Pursuant to Standing Order 108(2), the Committee resumed consideration of its study of the Canadian cultural policy.

Keith Kelly made an opening statement and answered questions.

At 12:30 o'clock p.m., the Committee adjourned to the call of the Chair.
