MINUTES OF PROCEEDING

Thursday, October 9, 1997.
The Standing Committee on Natural Resources and Government Operations met at 9:00 o’clock a.m., this day, in Room 308, West Block, for the purpose of organization.
Members of the Committee present: Gérard Asselin, Gilles Bernier, Gerry Byrne, David Chatters, Roy Cullen, Raymonde Folco, Jocelyne Girard-Bujold, Yvon Godin, Jim Gouk, Ovid L. Jackson, Jerry Pickard, Carmen Provenzano, Darrel Stinson and Brent St. Denis.
Acting Members present: Bob Nault for Ben Serré; Paul Steckle for Bob Wood.
Other Members present: Gerald Keddy.
In attendance: From the Research Branch of the Library of Parliament: Jean-Luc Bourdages and Jack Stilborn, Research Officers.
Pursuant to Standing Order 106 (1), the Clerk presided over the election of the Chair.
On motion of Ovid Jackson, it was agreed,--That Brent St. Denis do take the Chair of this Committee as Chairperson.
On motion of Raymonde Folco, it was agreed,--That Ben Serré (in absentia) be elected Vice-Chair of the Committee.
On motion of Darrel Stinson, it was agreed,--That David Chatters be elected Vice-Chair of the Committee.
On motion of Bob Nault, it was agreed,--That the Chair be authorized to hold meetings to receive evidence when a quorum is not present provided that at least 5 members are present, including 1 member of the Opposition.
On motion of Gerry Byrne, it was agreed,--That witnessses be given 10 minutes for their opening statement and that during the questioning of witnesses, time be allocated to all parties, in proportion to their representation in the House, at the discretion of the Chair.
It was agreed,--That the Committee retain the services of one or more Research Officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.
On motion of Bob Nault, it was agreed,--That, at the discretion of the Chair, reasonable travelling expenses, as per the regulations established by the Board of Internal Economy be paid to witnesses invited to appear before the Committee, and that payment of these expenses be limited to a maximum of two representatives per organization, with exceptions to be ruled by the Chair.
On motion of Bob Nault, it was agreed,--That the Clerk of the Committee be authorized to distribute, in their original language, the documents received from the public and that the Clerk of the Committee ensure that such documents are translated and the translation distributed as promptly as possible.
David Chatters moved,--That, whenever Order in Council appointments are referred to this Committee, the Clerk shall obtain and circulate to each Member of the Committee a copy of said appointments.
By unanimous consent, it was agreed that the question be allowed to stand.
At 10:20 o’clock a.m., the Committee adjourned to the call of the Chair.
