The Standing Committee on Natural Resources and Government Operations met at 9:34 a.m. this day, in Room 371, West Block, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Réginald Bélair, Gilles Bernier, Gerry Byrne, Roy Cullen, Tony Ianno, Ghislain Lebel, Carolyn Parrish, Carmen Provenzano, Werner Schmidt, Ben Serré, Brent St. Denis.

Acting Members present: Murray Calder for Marlene Jennings; Claude Drouin for Ben Serré; Rob Anders for David Chatters and Michelle Dockrill for Yvon Godin.

In attendance: From the Library of Parliament: Jack Stilborn, Research Officer.

Witnesses: From the Canada Mortgage and Housing Corporation: Martin Brodsky, Senior Solicitor; Douglas Stewart, Vice-President, Policy and Programs; Karen Kinsley, Vice-President, Insurance; André Asselin, Director, Strategic Planning and Policy.

The Committee resumed consideration of Bill C-66, An Act to amend the National Housing Act and the Canada Mortgage and Housing Corporation Act.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

The witnesses answered questions.

Clauses 1 and 2 carried on division.

On Clause 3,

Werner Schmidt moved, - That Bill C-66, in clause 3, be amended by deleting lines 39 to 41 on page 6.

After debate, the amendment was negative on a recorded division.

Gilles Bernier moved - That Bill C-66, in Clause 3, be amended by adding after line 23 on page 7 the following new clause:

"18.1 (1) Where the Corporation pays an amount to the Receiver General under subsection 18(2), the Minister shall

(a) pay to the Corporation, for the purposes referred to in subsection (2), an amount equal to that amount; or

(b) pay into the Social Housing Fund established under subsection (3), an amount equal to that amount.

(2) Where an amount is paid to the Corporation under paragraph 18.1(a), the amount shall be given by the Corporation in the form of a grant to a prescribed person, in the prescribed manner and within the prescribed time, for the purpose of assisting that person to construct one or more low-rental housing projects.

(3) The Minister may establish a program for the construction of low-rental housing projects to be administered by the Corporation and where the Minister does so, the Minister shall establish a Fund to be called the Social Housing Fund for the purposes of receiving any amount referred to in paragraph (b). The monies in the Fund shall be used to finance the program established by the Minister."

Michelle Dockrill moved, - That Bill C-66, in Clause 4, be amended by adding after line 37 on page 9 the following:

"(5) The terms of a contract entered into under subsection 22(1) shall provide that the rent charged for each unit of a housing project in the first three years following the unit's construction, shall not exceed an amount determined by the Corporation."

After debate, the amendment was negatived by a show of hands.

On Clause 7,

Michelle Dockrill moved, - That Bill C-66, in Clause 7, be amended by adding after line 4 on page 12 the following:

"(3) The terms and conditions of a loan made to a non-resident owner under subsection 51(1) shall provide that the rent charged for each unit of a housing project in the first three years after the loan is made, shall not exceed an amount determined by the Corporation."

After debate, the amendment was negatived by a show of hands.

Gilles Bernier moved, - That Bill C-66, in Clause 25, be amended:

"25. Subsection 6(7) of the Canada Mortgage and Housing Corporation Act is replaced"
