Meeting No. 65

Wednesday, April 28, 1999

The Standing Committee on Natural Resources and Government Operations met at 3:37 p.m. this day, in Room 308, West Block, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Réginald Bélair, David Chatters, Roy Cullen, Tony Ianno, Marlene Jennings, Carmen Provenzano and Brent St. Denis.

Acting Members present: Pierrette Venne for Pierre deSavoye; John Williams for Werner Schmidt; Rob Anders for John Duncan; Joe Jordan for Gerry Byrne; Scott Brison for Gilles Bernier.

Other Member present: Pat Martin.

In attendance: From the Library of Parliament: June Dewettering, Research Officer.

Witnesses: From the Federal Superannuates National Association: Rex Guy, National President; Jean-Guy Soulière, Executive Director; Keith Patterson, Deputy Executive Director, Research; Claude Edwards, Member of the Board; Allan McLellan, Member of the Board.

Pursuant to the Order of Reference of the House dated Monday, April 26, 1999, the Committee resumed consideration of Bill C-78, Public Sector Pension Investment Board Act.

Rex Guy made a statement and with the other witnesses answered questions.

At 4:00 p.m. the sitting was suspended.

At 4:33 p.m. the sitting resumed.

The witnesses answered questions.

At 5:39 p.m. the sitting was suspended.

At 5:40 p.m. resumed "in camera".

John Williams moved, - That the President of the Treasury Board be invited to appear before the Committee on Bill C-78 again.

After debate, the motion was negative by a show of hands. YEAS: 5 NAYS: 7

It was agreed, - That on Bill C-78 witnesses be invited from requests received and names submitted by Members representing actuaires, capital markets experts, public service unions as well as the legal drafters; that the scheduling of witnesses be done by the Chair and the Clerk of the Committee; and that these meetings be scheduled from May 3 to 5, 1999.

John Williams moved, - That the Canada Family Action Coalition and REAL Women be invited to appear on Bill C-78.

After debate, the motion was negatived by a show of hands YEAS: 3 NAYS: 7.

At 6:11 p.m., the Committee adjourned to the call of the Chair.
