Meeting No. 76

Thursday, October 22, 1998

The Standing Committee on Environment and Sustainable Development met in televised session at 9:10 a.m. this day, in Room 253-D, Centre Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Charles Caccia, Rick Casson, Yvon Charbonneau, Bill Gilmour, Jocelyne Girard-Bujold, John Herron, Joe Jordan, Karen Kraft Sloan, Paddy Torsney.

Acting Members present: Yvon Godin for Rick Laliberté, Clifford Lincoln for Sarkis Assadourian, Brent St-Denis for David Pratt.

In attendance: From the Library of Parliament: Christine Labelle, Research Officer.

Witnesses: From the Office of the Auditor General of Canada: Brian Emmett, Commissioner of the Environment and Sustainable Development; Ellen Shillabeer, Principal. From the Federal Climate Change Secretariat: David Oulton, Head. From Environment Canada: Jim Wall, Director General, International Relations; Art Jaques, Head, Greenhouse Gas Division. The Committee commenced consideration of Chapter 3 (Responding to Climate Change -Time to Rethink Canada's Implementation Strategy) of the 1998 Annual Report of the Commissioner of the Environment and Sustainable Development, tabled pursuant to section 23(3) of an Act to Amend the Auditor General's Act and Global Climate Change in view of the Fourth Conference of the Parties to the United Nations Framework Convention on Climate Change (Buenos Aires, November 1998)

Brian Emmett, David Oulton, Jim Wall, Richard Ballhorn, Robert Hornung made opening statements and, with Sue Kirby, Art Jaques, John Sargent, Nick Marty, answered questions.

At 10:53 o'clock a.m., the Vice-chair, Bill Gilmour, took the Chair.

At 10:58 o'clock a.m., the Chair, Charles Caccia, took the Chair.

At 12:27 o'clock p.m., the Committee adjourned to the call of the Chair.
