MINUTES OF PROCEEDING
(Meeting No. 3

Tuesday, October 21, 1997

The Standing Committee on Environment and Sustainable Development met at 9:03 o’clock a.m. , this day, in room 701, La Promenade Building , the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Monique Hébert, Bill Murray, Research Officers.

Witnesses: From the Canadian Institute for Environmental Law & Policy: Mark Winfield, Director of Research. From the Canadian Environmental Law Association: Paul Muldoon, Counsel. From the "Centre quebecois du droit de l’environnement": Marc Beauchemin, President. From the West Coast Environmental Law Association: Stephen Shrybmen, Executive Director.

Pursuant to Standing Order 108(2), the Committee resumed it’s study of the harmonization initiative of the Canadian Council of Ministers of the Environment. (See Minutes of Proceedings, dated Monday, October 20, 1997, Meeting no. 2)

The witnesses made opening statements and answered questions.

At 11:30 o’clock a.m., the Committee adjourned to the call of the Chair.
