MINUTES OF PROCEEDING
(Meeting No. 4)

Tuesday, October 21, 1997

The Standing Committee on Environment and Sustainable Development met at 3:32 o’clock p.m., this day, in room 701, La Promenade Building, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Aileen Carroll, Yvon Charbonneau, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

Acting Member present: Bob Speller for Roger Gallaway.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Monique Hébert, Research Officers.

Witnesses: From the Mining Association of Canada: George Miller, President;
Walter Sesgsworth, Chairman of the Board of Directors; Leonard Surges, Manager, Environment, Noranda Mining and Exploration Inc. From "Centre Patronal de l’Environnement du Québec": Michael Cloghesy, President. From the Canadian Institute for Business and the Environment: Gary Gallon, Principal. From the Packaging Association of Canada: Alan Robinson, President; Larry Dworkin, Government Relations consultant.

Pursuant to Standing Order 108(2), the Committee resumed its study of the harmonization initiative of the Canadian Council of Ministers of the Environment. (See Minutes of Proceedings, dated Monday, October 20, 1997, Meeting no. 2)

The witnesses made opening statements and answered questions.

At 3:39 o’clock p.m., the meeting was suspended.

At 3:51 o’clock p.m., the meeting resumed.

At 5:51 o’clock p.m., the Committee adjourned to the call of the Chair.
