MINUTES OF PROCEEDINGS

(Meeting No. 29)

THURSDAY, FEBRUARY 5, 1998

The Standing Committee on Environment and Sustainable Development met at 9:06 o’clock a.m., this day, in room 269, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Rick Casson, Yvon Charbonneau, Bill Gilmour, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

Acting Members present: Clifford Lincoln for Roger Gallaway; Greg Thompson for John Herron.

In attendance: From the Research Branch of the Library of Parliament: Sonya Dakers, Monique Hébert, Christine Labelle, Research Officers.

Witnesses: From The Canadian Chemical Producers' Association: Claude-André Lachance, Director of Public Policy, Dow Chemical. From Environment Canada (Environmental Protection Service): Steve McCauley, Acting Manager, Pollution Data Branch, Air Pollution Prevention Directorate; François Lavallée, Head, National Pollutant Release Inventory, Pollution Data Branch, Air Pollution Prevention Directorate. From the Canadian Environmental Defence Fund: Burkhard Mausberg, Executive Director. From the Ontario Toxic Waste Research Coalition: John Jackson, Coordinator. From the Commission for Environmental Cooperation: Janine Ferretti, Director.

Pursuant to Standing Order 108(2), the Committee commenced its consideration of the National Pollutant Release Inventory (See Minutes of Proceedings, dated Thursday, December 4, 1997, Meeting no. 26).

The witnesses made opening statements and answered questions.

At 11:04 o'clock a.m. the Committee proceeded to sit in camera .

The Committee discussed its future business.

It was agreed, --That the Committee undertake a thorough examination of the enforcement of the provisions of the Canadian Environmental Protection Act and the enforcement of the pollution prevention provisions of the Fisheries Act including related regulations and administrative agreements.

At 11:43 o’clock a.m., the Committee adjourned to the call of the Chair.
