MINUTES OF PROCEEDINGS

(Meeting No. 27)

 

TUESDAY, FEBRUARY 3, 1998

 

The Standing Committee on Environment and Sustainable Development met at 8:43 o’clock a.m., this day, in room 237-C, Centre Block, the Chair, Charles Caccia, presiding.

 

Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Yvon Charbonneau, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

 

Acting Members present: John Duncan for Rick Casson; Clifford Lincoln for Roger Gallaway; John Finlay for Dan McTeague.

 

In attendance: From the Research Branch of the Library of Parliament: Sonya Dakers, Monique Hébert and Christine Labelle, Research Officers.

 

Witnesses: From the Department of Foreign Affairs and International Trade: John Gero, Director General, Commercial Policy Bureau. From the West Coast Environmental Law Association: Steven Shrybman, Executive Director. From the Canadian Environmental Law Association: Michelle Swenarchuk, Executive Director. From the Sierra Club of Canada: Robin, Round, Campaign Co-ordinator, Common Front on the WTO. From the Canadian Labour Congress: Dick Martin, Secretary Treasurer.

 

Pursuant to Standing Order 108(2), the Committee commenced its consideration of the environmental implications of the Multilateral Agreement on Investment (See Minutes of Proceedings, dated Thursday, December 4, 1997, Meeting no. 26).

 

The witnesses made opening statements.

 

Honourable David MacDonald, former Chair of the Committee, made a statement.

 

The witnesses answered questions.

 

On motion of David Pratt, seconded by Rick Laliberté, it was agreed,--That from time to time the Committee hold working sessions during meal hours and that the cost of meals be charged to the Committee.

 

At 11:13 o’clock a.m., the Committee adjourned to the call of the Chair.
