MINUTES OF PROCEEDINGS

THURSDAY, FEBRUARY 12, 1998

 

The Standing Committee on Environment and Sustainable Development met at 9:07 o’clock a.m., this day, in room 237-C, Centre Block, the Vice-Chair, Gar Knutson, presiding.

 

Members of the Committee present: Bernard Bigras, Charles Caccia, Rick Casson, Bill Gilmour, John Herron, Gar Knutson, Karen Kraft Sloan.

 

Acting Members present: Clifford Lincoln for Yvon Charbonneau, Angela Vautour for Rick Laliberté.

 

In attendance: From the Research Branch of the Library of Parliament: Christine Labelle, Research Officer.

 

Witnesses: From the Office of the Auditor General of Canada: Brian Emmett, Commissioner, Environment and Sustainable Development; Alan Gilmore, Principal, Audit Operations. From Fisheries and Oceans Canada: Michael A. Turner, Deputy Commissioner, Canadian Coast Guard. From Environment Canada: Ian McGregor, Director General, National Programs Directorate. From the Oil Spill Response Organization Fee Structure Investigation Panel: John Gratwick, Member. From the Major Industrial Accidents Council of Canada: Jean Bélanger, Chairman. From "Société pour vaincre la pollution": Daniel Green, Director.

 

Pursuant to Standing Order 108(2), the Committee commenced consideration of Chapter 35 of the December 1997 Report of the Auditor General of Canada (Follow-up of Recommendations in Previous Reports: Emergency Preparedness in the Federal Government - Accidents involving oil and Chemicals -- 1992, Chapter 24) (See Minutes of Proceedings, dated Wednesday, October 29, 1997, Meeting no. 8).

 

The witnesses made opening statements and answered questions.

 

The Committee discussed its future business.

 

On motion of Charles Caccia, it was agreed,--That the Committee enter into a contract with Resource Futures International for a period not exceeding 7 days and for an amount not exceeding $699 per day for the purpose of assisting the Committee in its analysis of the Canadian Environmental Protection Act with particular reference to:

- the Act itself as originally adopted;

- the Committee's June 1995 Report : It's About Our Health! Towards Pollution Prevention;

- the Government's Response to the Report;

- the Toxic Substances Management Policy (Environment Canada, 1995);

- Bill C-74 (2nd Session, 36th Parliament).

 

At 10:47 o’clock a.m., the Committee adjourned to the call of the Chair.
