WEDNESDAY, NOVEMBER 19, 1997

The Standing Committee on Environment and Sustainable Development met at 3:37 o’clock p.m., this day, in Room 237-C, Centre Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Gar Knutson, Karen Kraft Sloan, David Pratt.

Acting Member present: Chris Axworthy for Rick Laliberté.

In attendance: From the Research Branch of the Library of Parliament: Bill Murray, Research Officer.

Witnesses: From Environment Canada: R.W. Slater, Senior Assistant Deputy Minister. From Natural Resources Canada: Mike Cleland, Assistant Deputy Minister, Energy Sector. From Foreign Affairs and International Trade: Paul Heinbecker, Assistant Deputy Minister, Global and Security Policy.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of climate change issues in relation to Canadian preparations for the Conference of the Parties on the U.N. Convention on Climate Change (See Minutes of Proceedings, dated Thursday, October 23, 1997, Meeting no. 6).

The witnesses made opening statements and answered questions.

At 6:27 o’clock p.m., the Committee adjourned to the call of the Chair.
