Wednesday, September 16, 1998
The Standing Committee on Environment and Sustainable Development met in televised session at 9:11 a.m. this day, in Room 253-D, Centre Block, the Chair, Charles Caccia, presiding.
Members of the Committee present: Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Roger Gallaway, Bill Gilmour, Gar Knutson, Karen Kraft Sloan, Rick Laliberté and David Pratt.
Acting Members present: Jocelyne Girard-Bujold for Bernard Bigras; Paddy Torsney for Joe Jordan.
In attendance: From the Library of Parliament: Monique Hébert and Christine Labelle, Research Officers.
Witnesses: From the Canadian Pulp and Paper Association: Guy Boucher, Vice-President, Environment, Domtar Inc.; John Roberts, Vice-President, Environment, Noranda Forest Inc.; David Barron, Senior Vice-President, Environment, Resources and Technology. From the Safety Kleen Ltd.: Eric Hunter, Director, Environment, Health and Industrial Safety for Eastern Canada. From the Canadian Centre for Pollution Prevention: Marianne Lines, Executive Director; Firman Bentley, Chairman, Board of Directors.
The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings dated Wednesday, May 14, 1998, Meeting No. 53)
Rick Laliberté moved, - That a minimum of twenty sitting days be allotted for individual Committee Members to review Bill C-32 hearings, presentations, and evidence; and that clause by clause consideration of Bill C-32 not commence until the twenty sitting days for review have passed.
And debate arising thereon.
By unanimous consent, the motion was withdrawn.
It was agreed, - That the Minister of Environment be called to appear on Bill C-32, prior to the Thanksgiving Parliamentary break.
The Chair called Clause 1.
The witnesses made opening statements and answered questions.
At 9:34 o'clock a.m., the Vice-Chair, Gar Knutson, took the Chair.
At 11:23 a.m., the Committee adjourned to the call of the Chair.
