Meeting No. 70

Tuesday, September 29, 1998

The Standing Committee on Environment and Sustainable Development met at 9:07 a.m. this day, in Room 371, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, Karen Kraft Sloan, Rick Laliberté, David Pratt.

Acting Members present: Jocelyne Girard-Bujold for Bernard Bigras; Clifford Lincoln for Sarkis Assadourian; Paddy Torsney for Roger Gallaway.

In attendance: From the Library of Parliament: Monique Hébert and Christine Labelle, Research Officers.

Witnesses: From the Privy Council Office: George Redling, Assistant Secretary, Special Committee of Council. From the Treasury Board of Canada: Jody Aylard, Senior Analyst, Regulatory Affairs, Economic Sector; Richard Foserooke, Senior Analyst, Regulatory Affairs, Economic Sector. From the Department of Justice: Jacques Desjardins, Deputy Chief Legislative Counsel (Regulations), Legislative Services Branch. From Environment Canada: Harvey Lerer, Director General, CEPA Office. From York University: Dr. Peter Victor, Dean, Environment Studies.

The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated Wednesday, May 14, 1998, Meeting No. 53)

The Chair called Clause 1.

George Redling, Jody Aylard, Jacques Desjardins, Harvey Lerer, Dr. Peter Victor made opening statements and, with Richard Foserooke, answered questions.

At 10:28 o'clock a.m, the sitting was suspended.

At 11:07 o'clock a.m., the sitting was resumed.

Notice having been given, Bill Gilmour moved, - That pursuant to Standing Order 32(6) and 110(1), the Standing Committee on Environment and Sustainable Development, call Mr. Len Good, Deputy Minister of the Environment, to appear before the Committee within 30 days of September 24, 1998.

Debate arose theron.

The question was put on the motion and it was agreed to.

At 12:19 o'clock p.m., the Committee adjourned to the call of the Chair.
