Wednesday, September 23, 1998
The Standing Committee on Environment and Sustainable Development met at 3:36 p.m. this day, in Room 371, West Block, the Vice-chair, Gar Knutson, presiding.
Members of the Committee present: Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.
Acting Members present: Hélène Alarie for Gérard Asselin; Jocelyne Girard-Bujold for Bernard Bigras; Clifford Lincoln for Charles Caccia.
In attendance: From the Library of Parliament: Monique Hébert and Christine Labelle, Researcher Officers.
Witnesses: From The Canadian Federation of Agriculture: Jack Wilkinson, President; Garth Sundeen, Science Officer. From the Canadian Fertilizer Institute: Roger L. Larson, President; Jim Farrell, Director, Technical Affairs; Dr. Mark Stauffer, President, Potash and Phosphate Institute of Canada; Mike Chorlton, Chair and CEO, Saskferco Products Inc.; N. B. Beug, General Manager, IMC Kalium Canada Ltd. From the Quebec Fertilizer Manufacturers Association: Donald Côté, Administrative Manager.
The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated Wednesday, May 14, 1998, Meeting No. 53)
The Chair called Clause 1.
Jack Wilkinson, Roger Larson, Mark Stauffer and Mike Chorlton made opening statements and, with Donald Côté, Garth Sundeen and N. B. Beug, answered questions.
At 3:43 p.m., Bill Gilmour, Vice-chair, took the Chair.
At 4:13 p.m., Gar Knutson, Vice-chair, took the Chair.
At 4:57 p.m., Bill Gilmour, Vice-chair, took the Chair.
At 5:03 p.m., the sitting was suspended.
At 5:05 p.m., the sitting resumed.
The Committee discussed its Future business.
At 5:30 p.m., the Committee adjourned to the call of the Chair.
