MINUTES OF PROCEEDING
(Meeting No. 23)

TUESDAY, DECEMBER 2, 1997

The Standing Committee on Environment and Sustainable Development met in camera at 9:13 o’clock a.m., this day, in Room 362, East Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Aileen Carroll, Rick Casson, Yvon Charbonneau, Joe Jordan, Gar Knutson, Karen Kraft Sloan, David Pratt.

Acting Member present: Clifford Lincoln for Dan McTeague.

In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Monique Hébert, Research Officers.

Pursuant to Standing Order 108(2), the Committee resumed its study of the harmonization initiative of the Canadian Council of Ministers of the Environment. (See Minutes of Proceedings, dated Monday, October 20, 1997, Meeting no. 2)

The Committee resumed consideration of its Draft Report on the Harmonization Initiative of the Canadian Council of Ministers of the Environment.

It was agreed,--That the Committee adopt the draft report (as amended) as its First Report.

It was agreed,--That the Chair be authorised to make such editorial and typographical changes as necessary without changing the substance of the Report and to devise a title for the report.

It was agreed,--That the Chair be authorised to present the Report to the House on Thursday, December 4, 1997.

It was agreed,--That, pursuant to Standing Order 108(1)(a), the Committee authorise the printing of brief dissenting opinions, to be submitted in the two official languages to the Clerk by noon on Wednesday, December 3, 1997.

It was agreed,--That, pursuant to Standing Order 109, the Government be requested to table a comprehensive response.

It was agreed,--That a press conference be organized after the report has been tabled in the House.

At 10:38 o’clock a.m., the Committee adjourned to the call of the Chair.
