The Standing Committee on Environment and Sustainable Development met at 9:12 o’clock a.m., this day, in room 269, West Block , the Chair, Charles Caccia, presiding.
Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Aileen Carroll, Rick Casson, Yvon Charbonneau, Joe Jordan, Gar Knutson, Rick Laliberté, David Pratt.
Acting Member present: Sue Barnes for Karen Kraft Sloan
Other Member present: Peter Stoffer
In attendance: From the Research Branch of the Library of Parliament: Kristen Douglas, Monique Hébert, Research Officers.
Witnesses: From the Canadian Labour Congress: Dave Bennet, National Director, Workplace Health, Safety and Environment. From the Assembly of First Nations: Maxine Cole, Coordinator, Eagle Project. From the Grand Council of the Crees of Quebec (Eeyou Istchee): Philip Awashish, Director, Federal Relations; Brian Craik, Special Adviser; Franklin Gertler, Legal Counsel. As Individual: Rodney Northey, Author of 1995 Annotated Canadian Environmental Assessment Act and EARP Guidelines Order.
Pursuant to Standing Order 108(2), the Committee resumed its study of the harmonization initiative of the Canadian Council of Ministers of the Environment. (See Minutes of Proceedings, dated Monday, October 20, 1997, Meeting no. 2)
Dave Bennet, Maxine Cole, Philip Awashish, Rodney Northey made opening statements and, with Brian Craik and Franklin Gertler, answered questions.
At 11:03 o’clock a.m., the meeting was suspended.
At 11:10 o’clock a.m., the meeting resumed.
At 12:06 o’clock p.m., the Committee adjourned to the call of the Chair.
