MINUTES OF PROCEEDINGS

(Meeting No. 42)

THURSDAY, MARCH 26, 1998

The Standing Committee on Environment and Sustainable Development met at 8:50 o’clock a.m., this day, in room 209 West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Gérard Asselin, Charles Caccia, Rick Casson, Yvon Charbonneau, Bill Gilmour, Gar Knutson, Karen Kraft Sloan.

Acting Members present: Clifford Lincoln for David Pratt; John Finlay for Aileen Carroll.

In attendance: From the Research Branch of the Library of Parliament: Monique Hébert, Research Officer.

Witnesses:From Environment Canada: Ian Glen, Deputy Minister; François Guimont, Assistant Deputy Minister, Environment Protection Service; Dale Kimmett, Director, Enforcement Branch; Patrick Hollier, Chief, Regulations and Strategy Division; Guy Martin, Chief, Inspections and Investigations; Claude Gonthier, Chief, Inspections and Investigations, Quebec Region; Steve Mongrain, Canadian Environmental Protection Act Office.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of the enforcement of the provisions of the Canadian Environmental Protection Act and the enforcement of the pollution prevention provisions of the Fisheries Act including related regulations and administrative agreements (See Minutes of Proceedings, dated Thursday, February 5, 1998, Meeting no. 29).

Ian Glen and François Guimont made opening statements and, with Claude Gonthier, Dale Kimmett, Steve Mongrain, Patrick Hollier and Guy Martin, answered questions.

Clifford Lincoln moved that, - In the opinion of the Committee, the Minister of Environment should ensure that an environmental assessment, pursuant to the Canadian Environmental Assessment Act and the Fisheries Act, be carried out before any decision is taken with regard to dredging the St-Lawrence River shipping channel between Montreal and Cap à la Roche and that the Chairman forward this motion to the Minister of the Environment and to the Minister of Fisheries and Oceans.

And debate arising there on;

Gérard Asselin moved that the debate be adjourned.

The question being put on the motion, it was agreed to.

On motion by John Finlay, seconded by Karen Kraft Sloan, it was agreed, - That the Committee request the authorisation of the House for ten Members (5 Government and 5 Opposition) to travel to Calgary for the purpose of participating in the Canadian Energy Research Institute Conference on Climate Change to take place on May 4 and 5 and that the necessary staff do accompany the Committee.

At 10:55 o’clock a.m., the Vice-Chair, Gar Knutson, did take the chair.

At 11:03 o’clock a.m., the Committee adjourned to the call of the Chair.
