MINUTES OF PROCEEDINGS

Meeting No. 72

Wednesday, October 7, 1998

The Standing Committee on Environment and Sustainable Development met at 3:39 p.m. this day, in Room 308, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Sarkis Assadourian, Gérard Asselin, Charles Caccia, Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, Jocelyne Girard-Bujold, John Herron, Joe Jordan, Karen Kraft Sloan, Rick Laliberté, David Pratt, Paddy Torsney.

Acting Members present: Sarmite Bulte for Roger Gallaway; Gurbax Malhi for Joe Jordan.

In attendance: From the Library of Parliament: Monique Hébert and Christine Labelle, Research Officers.

Appearing: The Honourable Christine Stewart, Minister of Environment.

Witness: From STOP: Bruce Walker, Director of Research.

The Clerk of the Committee presided over the election of a Chair.

On motion of Karen Kraft Sloan, seconded by Sarkis Assadourian, it was agreed, - That Charles Caccia do take the Chair of the Committee.

Accordingly, Charles Caccia was duly elected Chair of the Committee and took the Chair.

On motion of Aileen Carroll, seconded by Rick Laliberté, it was agreed, - That Karen Kraft Sloan be elected Vice-Chair of the Committee.

On motion of Rick Casson, seconded by Rick Laliberté, it was agreed, - That Bill Gilmour be elected Vice-Chair of the Committee.

The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated May 14, 1998, Meeting No. 53)

The Minister and the witness made opening statements and answered questions.

Yvon Charbonneau gave notice of a motion for a meeting on a proposal for a Federal Biosystematics Partnership.

At 4:53 o'clock p.m., the sitting was suspended.

At 5:07 o'clock p.m., the sitting resumed.

At 6:22 o'clock p.m., the Committee adjourned to the call of the Chair.
