WEDNESDAY, FEBRUARY 18, 1998

 

The Standing Committee on Environment and Sustainable Development met at 3:34 o’clock p.m., this day, in room 308, West Block, the Chair, Charles Caccia, presiding.

 

Members of the Committee present: Gérard Asselin, Bernard Bigras, Charles Caccia, Rick Casson, Yvon Charbonneau, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

 

Acting Members present: Clifford Lincoln for Sarkis Assadourian, John Finlay for Aileen Carroll,

 

In attendance: From the Research Branch of the Library of Parliament: Monique Hébert, Christine Labelle, Research Officers.

 

Witnesses: From Environment Canada: François Guimont, Assistant Deputy Minister, Environmental Protection Service; Albin Tremblay, Regional Director, Quebec Region; Ron Shimizu, Regional Director, Ontario Region; Ian McGregor, Director General, National Programs Directorate; Dale Kimmett, Director, Enforcement Branch. From Fisheries and Oceans: Gerry Swanson, Director General, Habitat Management & Environmental Science; Grant Pryznyk, Director, Conservation & Protection, Central & Arctic Region, Fisheries Management.

 

Pursuant to Standing Order 108(2), the Committee commenced its consideration of the enforcement of the provisions of the Canadian Environmental Protection Act and the enforcement of the pollution prevention provisions of the Fisheries Act including related regulations and administrative agreements (See Minutes of Proceedings, dated Thursday, February 5, 1998, Meeting no.29).

 

François Guimont and Gerry Swanson made opening statements and, with Albin Tremblay, Dale Kimmett, Ian McGregor, Ron Shimizu and Grant Pryznyk, answered questions.

 

At 6:08 o’clock p.m., the Committee adjourned to the call of the Chair.
