Meeting No. 68

Tuesday, September 22, 1998

The Standing Committee on Environment and Sustainable Development met at 9:15 a.m., this day, in Room 237-C, Centre Block, the Vice-chair, Gar Knutson, presiding.

Members of the Committee present: Aileen Carroll, Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté.

Acting Members present: Claude Bachand for Gérard Asselin; Jocelyne Girard-Bujold for Bernard Bigras; Clifford Lincoln for Charles Caccia; Paddy Torsney for Roger Gallaway.

In attendance: From the Library of Parliament: Monique Hébert and Christine Labelle, Researcher Officers.

Witnesses: From the Assembly of First Nations: Chief Phil Fontaine, National Chief; Henry Lickers, Director, Environment, Mohawk Council of Akewasasne; Siobhan Arnott, Senior Policy Analyst. From the Inuit Tapirisat of Canada: Okalik Eegeesiak, President; Violet Ford, Executive Assistant to the President. From the Six Nations of Grand River: Dave Hill, Chairperson, Environmental Management Committee, Six Nations Council.

The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated Wednesday, May 14, 1998, Meeting No. 53)

The Chair called Clause 1.

Chief Phil Fontaine, Okalik Eegeesiak and Dave Hill made opening statements and, with Violet Ford, Henry Lickers and Siobhan Arnott, answered questions.

At 10:28, the Vice-chair, Bill Gilmour, took the Chair.

At 10:33, the Vice-chair, Gar Knutson, took the Chair.

John Herron gave notice of a motion concerning consultation between the Minister of Environment and First Nations on Bill C-32.

At 11:33 a.m., the Committee adjourned to the call of the Chair.
