MINUTES OF PROCEEDING

(Meeting No. 26)

THURSDAY, DECEMBER 4, 1997

 

The Standing Committee on Environment and Sustainable Development met in camera at 3:40 o’clock p.m., this day, in Room 269, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Aileen Carroll, Yvon Charbonneau, Joe Jordan, Gar Knutson, Karen Kraft Sloan, David Pratt.

Acting Members present: Julian Reed for Roger Gallaway and Peter Stoffer for Rick Laliberté.

In attendance: From the Research Branch of the Library of Parliament: Bill Murray, Research Officer.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of climate change issues in relation to Canadian preparations for the Conference of the Parties on the U.N. Convention on Climate Change (See Minutes of Proceedings, dated Thursday, October 23, 1997, Meeting no. 6).

The Committee resumed consideration of its Draft Report on climate change issues in relation to Canadian preparations for the Conference of the Parties on the U.N. Convention on Climate Change.

It was agreed,--That the Committee adopt the draft report (as amended) as its Second Report.

It was agreed,--That the Chair be authorised to make such editorial and typographical changes as necessary without changing the substance of the Report.

It was agreed,--That the Chair be authorised to present the Report to the House on Monday, December 8, 1997.

It was agreed,--That, pursuant to Standing Order 108(1)(a), the Committee authorise the printing of brief dissenting opinions, to be submitted in the two official languages to the Clerk by noon on Friday, December 5, 1997.

It was agreed,--That, pursuant to Standing Order 109, the Government be requested to table a comprehensive response.

It was agreed,--That a press conference take place after tabling at 4:00 p.m. on Monday, December 8, 1997.

The Committee discussed its future business.

It was agreed,--That the Committee would hold an information hearing on each of the following subjects during the first week of February 1998:

- Multilateral Agreement on Investment (Environmental Implications);

- District Energy Systems;

- National Pollutant Release Inventory.

At 4:37 o’clock p.m., the Committee adjourned to the call of the Chair.
