MINUTES OF PROCEEDING
(Meeting No. 1)

Tuesday, October 7, 1997

The Standing Committee on Environment and Sustainable Development met at 9:06 o’clock a.m., this day, in Room 371, West Block, for the purpose of electing a Chair and Vice-Chairs, pursuant to Standing Orders 106(1) and 106(2), the Clerk presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Aileen Carroll, Rick Casson, Yvon Charbonneau, Christiane Gagnon, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

Acting Members present: Colleen Beaumier for Roger Gallaway.

In attendance: From the Research Branch of the Library of Parliament
: Kristen Douglas, Monique Hébert and Bill Murray, Research Officers.

The Clerk of the Committee presided over the election of a Chair.

On motion of Joe Jordan, seconded by Gar Knutson, it was agreed, - That Charles Caccia do take the Chair of the Committee.

Accordingly, Charles Caccia was declared duly elected Chair of the Committee and took the Chair.

On motion of Rick Casson, seconded by David Pratt, it was agreed, - That Bill Gilmour be elected Vice-Chair of the Committee.

On motion of David Pratt, seconded by Karen Kraft Sloan, it was agreed, - That Gar Knutson be elected Vice-Chair of the Committee.

It was agreed, - That a Sub-Committee on Agenda and Procedure be struck and that its members be the Chair, the two Vice-Chairs, the Parliamentary Secretary and one member each from the Bloc québecois, New Democratic and Progressive Conservative parties.

It was agreed, - That the Committee retain the services of one or more research officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

It was agreed, - That the Chair be authorised to hold meetings to receive evidence , when a quorum is not present provided that at least 5 members, including at least 2 Opposition members, are present.

It was agreed, - That witnesses be given ten minutes for their opening statement.

Bill Gilmour moved, - That during the questioning of witnesses 10 minutes be given to the first questioners from the Reform, Liberal and Bloc québecois parties and 5 minutes to all others.

After debate, the question being put on the motion, it was negatived.

John Herron moved, - That all questioning be limited to 5 minutes per member and that the Chair direct the first two questions to the Opposition members, the second two questions to Government members and that subsequent questions be alternately shared between Opposition and Government members at the discretion of the Chair.

After debate, the question being put on the motion, it was agreed to.

On motion of David Pratt, seconded by Rick Laliberté, it was agreed, - That, as established by the Board of Internal Economy, and if requested, reasonable travelling, accommodation and living expenses be reimbursed to witnesses, who are invited to appear before the committee to a maximum of 2 representatives for any one organisation.

The Committee discussed its future business.

At 10:37 o’clock a.m., the Committee adjourned to the call of the Chair.
