The Standing Committee on Standing Committee on Human Resources and the Status of Persons with Disabilities met 9:05 o’clock a.m., this day, in room 701, La Promenade Building, the Chair, Reg Alcock, presiding.
Members of the Committee present: Reg Alcock, Rob Anders, Carolyn Bennet, Claudette Bradshaw, Bonnie Brown, Brenda Chamberlain, Paul Crête, Pierre de Savoye, Jean Dubé, Dale Johnston, Larry McCormick, Robert Nault, Stéphan, Tremblay and Bryon Wilfert.
In attendance: From the Research Branch of the Library of Parliament: William Young and Sandra Harder, Research Officers.
Witnesses: From the Department of Human Resources Development: John Knubley, Director General, Social Policy; Margaret Biggs, Special Advisor to the Assistant Deputy Manager, Strategic Policy; Karen Jackson, Director General, Labour Market Policy, Strategic Policy.
Pursuant to its Order of Reference the Committee resumed a series of briefings on the department assigned to it. Today's session being on Social Union; Children; and Seniors. (See Minutes of Proceedings, Tuesday, October 28, 1997, Meeting No. 4).
The witnesses made opening statements and answered questions.
Paul Crête moved,
"That this Committee, pursuant to the recommendation of the Auditor General, ask the Department of Human Resources Development to submit to it a separate report containing all relevant data on the main employment-insurance activities, in light of the special nature and importance of this account.
This report should contain in particular the recommendations made by the Chief Actuary, the results achieved by the program’s various components and opinions on some of the sectors."
After debate, the question being put on the motion, it was negatived on the following division:
