MINUTES OF PROCEEDINGS

Meeting No. 19

Tuesday, March 24, 1998

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in camera at 8:43 o’clock a.m., this day, in room 705, La Promenade Building, the Chair, Reg Alcock, presiding.

Members of the Committee present: Reg Alcock, Rob Anders, Caroline Bennett, Claudette Bradshaw, Bonnie Brown, Brenda Chamberlain, Paul Crête, Libby Davies, Jean Dubé, Dale Johnston, Bob Nault and Byron Wilfert.

Acting Member present: Yves Rocheleau for Stéphan Tremblay.

Associate Member present: Pat Martin

In attendance: From the Research Branch of the Library of Parliament: Bill Young and Sandra Harder, Research Officers.

Appearing: The Honourable Lawrence MacAulay, Minister of Labour.

Witnesses: From the Department of Human Resources Development Canada: Mel Cappe, Deputy Minister; Michael McDermott, Senior Assistant Deputy Minister; Debra Robinson, Project Director, Legislative Review; Yvonne Beaupré, Senior Counsel, Legal Services. From Statistic Canada: Mr. Krishna Sahay, Director, Industrial Organization and Finance.

The Committee proceeded to discuss its Future Business based on the Third Report of the Steering Committee on Agenda and Procedure.

It was agreed, -That the proceedings of the Committee relative to the Centennial Flame Research Award be broadcast via television by the House of Commons Broadcasting Service pursuant to the principles governing the broadcasting of the proceedings of the House of Commons.

At 9:33 o’clock a.m., the sitting was suspended.

At 9:40 o’clock a.m., the sitting resumed in public.

The Order of Reference dated Tuesday, March 17, 1998, being read as follows:

ORDERED, -That Bill C-19, An Act to amend the Canada Labour Code (Part 1) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts be now read a second time and referred to the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

The Minister made an opening statement and with Mel Cappe and Michael McDermott answered questions.

At 11:15 o’clock a.m., the sitting was suspended.

At 11:28 o’clock a.m., the sitting resumed.

Michael McDermott, Debra Robinson, Yvonne Beaupré and Krishna Sahay, answered questions.

At 12:14 o’clock p.m., the Committee adjourned to the call of the Chair.
