MINUTES OF PROCEEDINGS

Meeting No. 17

Thursday, February 26, 1998

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:07 o’clock a.m., this day, in room 701, La Promenade Building, the Chair, Reg Alcock, presiding.

Members of the Committee present: Diane Ablonczy, Reg Alcock, Caroline Bennett, Claudette Bradshaw, Bonnie Brown, Brenda Chamberlain, Paul Crête, Jean Dubé, Christiane Gagnon, Albina Guarnieri, Dale Johnston, Bob Nault, Stéphan Tremblay and Byron Wilfert.

In attendance: From the Research Branch of the Library of Parliament: Bill Young and Sandra Harder, Research Officers.

Witnesses: From Ekos Research Associates: Frank Graves, President; Patrick Beauchamp, Director, Qualitative Research. From Statistics Canada: D. Bruce Petrie, Assistant Chief Statistician, Social, Institutions and Labour Statistics; Deborah Sunter, Assistant Director, Household Surveys; Garnett Picot, Director, Business and Labour Market Analysis Division.

In accordance with its mandate under Standing Order 108(2), the committee proceeded to the consideration of its study on "Supporting a new work force: Myth, Fact and Future".

Frank Graves made a statement and, with Patrick Beauchamp answered questions.

D. Bruce Petrie and Deborah Sunter made statements and, with Garnett Picot answered questions.

At 1:09 o’clock p.m., the sitting was suspended.

At 1:16 o’clock p.m., the sitting resumed.

At 1:17 o’clock p.m., the Committee proceeded to sit in camera.

The Committee proceeded to discuss its Future Business based on the Second Report of the Steering Committee on Agenda and Procedure.

On motion of Paul Crête, it was agreed, -That members of the committee forward suggestions for witnesses for Bill C-19 to the committee researchers by Wednesday, March 4, 1998.

On motion of Bonnie Brown, it was agreed, -That the proceedings of the Committee relative to its work study be broadcast via television by the House of Commons Broadcastings Service pursuant to the principles governing the broadcastings of the proceedings of the House of Commons.

By unanimous consent, it was agreed, -That the Committee proceed with its study on "Supporting a new work Force: Myth, Fact and Future" based on the workplan discussed at the Steering Committee meeting.

It was agreed, -That a meeting be held on the 1997 Employment Insurance Monitoring and Assessment Report.

On motion of Albina Guarnieri, it was agreed, -That the Committee approve the proposed supplementary budget of $ 86, 700 for the period from February 26, 1998 to March 31, 1998 and that the Chair be authorized to present the said budget to the Liaison Committee.

On motion of Jean Dubé, it was agreed, -That the Privacy Commissioner be invited to appear as a witness for Bill C-19.

At 1:55 o’clock p.m., the Committee adjourned to the call of the Chair.
