MINUTES OF PROCEEDING
(Meeting No. 3)

THURSDAY, OCTOBER 23, 1997

The Standing Committee on Standing Committee on Human Resources and the Status of Persons with Disabilities met at 10:09 o’clock a.m., this day, in room 536, Wellington Building, the Chair, Reg Alcock, presiding.

Members of the Committee present: Diane Ablonczy, Reg Alcock, Rob Anders, Carolyn Bennet, Claudette Bradshaw, Bonnie Brown, Brenda Chamberlain, Paul Crête, Libby Davies, Jean Dubé, Dale Johnston, Larry McCormick and Robert Nault.

Acting Members present: David Pratt replaced Albina Guarnieri, Ovid Jackson replaced Bryon Wilfert, Steve Mahoney replaced Nick Discepola, Madeleine Dalphond-Guiral replaced Pierre de Savoye.

In attendance: From the Research Branch of the Library of Parliament: William Young and Sandra Harder, Research Officers.

Witnesses: From
Treasury Board of Canada: David W. Miller,Assistant Secretary, Expenditure Management Sector.

Pursuant to its Order of Reference of Tuesday, October 23, 1997, the Committee commenced a series of briefings on the department assigned to it.

The Committee resumed consideration of its future business.

Paul Crête moved, -- That the Committee produce, within the time limits provided for pre-budget consultation, a notice so that the federal government takes into account in its budget the priority to be given to the matter of unemployment insurance and employment.

And debate arising thereon;

Bonnie Brown moved the following amendment, --That the motion be amended by adding after the word "emploi" the following:

"or any other matter".

And debate arising thereon;

The question being put on the amendment, it was negatived on the following division: YEAS: 5; NAYS: 6.

After further debate, the question being put on the main motion; it was agreed to on the following division: YEAS; 7; NAYS: 5.

The witness made opening statements and answered questions.

At 11:33 o’clock a.m., the Committee adjourned to the call of the Chair.
