MINUTES OF PROCEEDING
(Meeting No. 04)

TUESDAY, OCTOBER 28, 1997

The Standing Committee on Standing Committee on Human Resources and the Status of Persons with Disabilities met at 9:10 o’clock a.m., this day, in room 705, La Promenade Building, the Chair, Reg Alcock, presiding.

Members of the Committee present: Diane Ablonczy, Reg Alcock, Rob Anders, Carolyn Bennett, Claudette Bradshaw, Bonnie Brown, Paul Crête, Libby Davies, Dale Johnston, , Robert Nault and Bryon Wilfert.

Acting Members present: Lynn Myers for Nick Discepola, Hec Clouthier for Larry McCormick, André Bachand for Jean Dubé.

In attendance: From the Parliamentary Research Branch
: William Young, Research Officer.

Witnesses: From the Department of Human Resources Development: Ian Green, Associate Deputy Minister; Gordon McFee, Director, Policy & Legislation Development; John Knubley, Director General, Social Policy of Strategic Policy; Lucille Ferland, A/Director, Strategic Resource Management & Accountability.

Pursuant to its Order of Reference of Tuesday, October 23, 1997, the Committee commenced a series of briefings on the department assigned to it.

Bonnie Brown moved, --That whereas proper scheduling and a clear agenda are vital in order for the Standing Committee on Human Resources and the Status of Persons with Disabilities to perform its tasks;

Whereas motions without notice reduce the time available for hearing witnesses and considering agenda items previously approved by the Committee; and,

Whereas all Member of this Committee are agreed on the importance of devoting as much time as possible to hearing testimony from witnesses and considering the issues before the Committee;

Be it be resolved that with the passage of this motion:

(1) any motion proposed by a Member of the Committee will be deemed out of order, unless notice of that motion was provided at the previous meeting of the Committee;

section (1) above does not apply where a Member of the Committee seeks and receives unanimous consent to put a motion to the Committee.

Debate arose thereon;

Paul Crête moved the following amendment, -- That the motion be amended by replacing the words "at the previous" by the following:

"one hour prior to a".

Pursuant to order made earlier, Paul Crête gave notice of a motion designed to clarify the notice the Committee is required to give the Finance Committee before November 14, 1997.

Ian Green made opening statements and, with the other witnesses answered questions.

At 10:45 o’clock a.m., the Committee adjourned to the call of the Chair.
