MINUTES OF PROCEEDINGS

Meeting No. 46

Wednesday, December 9, 1998

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in camera at 3:34 p.m. this day, in Room 705, La Promenade Building, the Chair, Albina Guarnieri, presiding.

Member(s) of the Committee present: Bonnie Brown, Brenda Chamberlain, Hec Clouthier, Denis Coderre, Paul Crête, Libby Davies, Jean Dubé, John Godfrey, Albina Guarnieri, John O'Reilly and Bryon Wilfert.

Associate Member(s) present: Carolyn Bennett and Wendy Lill.

In attendance: From the Library of Parliament: Sandra Harder and Bill Young, Research Officers.

It was agreed, - That the committee study employability and the barriers to long-term employment which create persistently high jobless rates among certain Canadians; in particular,

It was agreed, - That the Committee study a) barriers to employment for disabled people

b) rural barriers to creating and maintaining long-term employment

c) special barriers to employment and retraining challenges for older workers

d) children and youth at risk; and

e) the potential of the E.I. employability measures as a vehicle to maintain the connection of workers to the labour market, rather than being solely a source of funds when workers finally become unemployed.

It was agreed, - That the Committee convene two sessions to prepare recommendations in response to the Auditor-General's concerns with regard to the SIN system and the continuing potential for fraud and continuing risk to taxpayers.

Carolyn Benneth presented to the Committee the workplan of the Sub-Committee on the Status of Persons with Disabilities.

It was agreed, - That pursuant to Standing Order 108(1) and 108(2), the Sub-Committee on the Status of persons with disabilities be empowered to send for persons, papers and records, to receive evidence, and to sit no more than once a week, unless otherwise authorized by the Committee, during a time when the Committee is not sitting.

It was agreed, - That all Sub-Committees submit to the Committee a budget to be approved before they are granted authority to spend funds.

At 3:58 p.m., the Committee adjourned to the call of the Chair.
