MINUTES OF PROCEEDINGS

Meeting No. 49

Tuesday, October 20, 1998

The Standing Committee on Fisheries and Oceans met at 9:07 a.m. this day, in Room 536, Wellington Building, the Chair, Charles Hubbard, presiding.

Member(s) of the Committee present: Yvan Bernier, John Cummins, Wayne Easter, Charles Hubbard, Nancy Karetak-Lindell, Gar Knutson, Bill Matthews, Carmen Provenzano, Lou Sekora, Peter Stoffer.

Acting Member(s) present: Sarkis Assadourian for Paul Steckle.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

Witness(es):From the Department of Fisheries and Oceans - Coast Guard: Michael A.H. Turner, Acting Commissioner; Captain Ian Marr, Director of the Coast Guard Ice Breaking Program.

On motion of Peter Stoffer, seconded by John Cummins, it was agreed, - That the Second Report of the Sub-Committee on Agenda and Procedure be concurred in.

REPORT OF THE SUB-COMMITTEE ON AGENDA AND PROCEDURE TO THE STANDING COMMITTEE ON FISHERIES AND OCEANS

 

It was agreed, - That the Chair be authorized to hold meetings in order to receive evidence when a quorum is not present, providing that at least three (3) members, including both Government and Opposition be present, with the provision that, in the case of the absence of either Government or Opposition members, the Chair be authorized to call the meeting to order no sooner that 15 minutes after the time indicated on the notice as long as 3 members are present. After debate, thereon, it was agreed to.

 

It was agreed, - That during the questioning of witnesses, there be allocated ten (10) minutes for the first questioner for the Reform, followed by five (5) minutes for the Bloc, then ten (10) minutes for the Liberals, then five (5) minutes for the NDP, then five (5) minutes for the Liberal, then five (5) minutes for the Conservatives and if there is subsequent round, that the rotation be the same except all questioning will be for five (5) minutes.

 It was agreed, - That the Committee will not re-commence its study of Bill C-27 until mid-November 1998.

 It was agreed, - That the Committee hear from officials from the Department of Fisheries and Oceans on ice breaking and navigational aids.

 It was agreed, - That the Chair seek authorization to table the West Coast Report.

 It was agreed, - That the Government's Response to the East Coast Report be placed as an item of business for the Committee to discuss.

 It was agreed, - That the Committee seek an Order of Reference to travel to Iceland and Norway from November 23, 1998 to December 4, 1998.

It was agreed, - That other areas the Committee might want to study are:

      1. Science
      2. Native Fisheries and Food Fisheries

In accordance with its mandate under Standing Order 108(2), the Committee undertook a study with respect to fees regarding Ice Breaking and other marine services.

Michael A. H. Turner and Ian Marr made statements and answered questions.

At 10:50 o'clock a.m. the Committee met in camera.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
