The Standing Committee on Fisheries and Oceans met at 9:12 a.m. this day, in Room 306, West Block, the Chair, Charles Hubbard, presiding.

Member(s) of the Committee present: Yvan Bernier, Claude Drouin, Wayne Easter, Charles Hubbard, Gary Lunn, Bill Matthews, Carmen Provenzano, Lou Sekora, Paul Steckle, Peter Stoffer.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

Witness(es):From the Department of Fisheries and Oceans Canada: Earl Wiseman, Director General; Nadia Bouffard, Senior Counsel; From the Department of Foreign Affairs and International Trade: Howard Strauss, Director.

Pursuant to an Order of Reference of the House dated Tuesday May 5, 1998, consideration of Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements.

Earl Wiseman made an opening statement and, with the other witnesses, answered questions.

At 11:15 a.m., the Committee adjourned to the call of the Chair.
