MINUTES OF PROCEEDING

(Meeting No. 18)

Tuesday, February 3, 1998

The Standing Committee on Fisheries and Oceans met in camera at 9:45 a.m. o’clock a.m., this day, in Room 536, Wellington Building, the Chair, George Baker, presiding.

Members of the Committee present: George Baker, Wayne Easter, Howard Hilstrom, Charles Hubbard, Nancy Karetak-Lindell, Gar Knutson, Sophia Leung, Bill Matthews, Carmen Provenzano and Peter Stoffer. By conference call: Yvon Bernier.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

Pursuant to Standing Order 108(2), the Committee proceeded to discuss its future business.

It was agreed, - That the Chair be empowered to write to the Minister of Fisheries and Oceans on behalf of the Committee, after consultation with John Duncan and Wayne Easter, concerning several matters raised during the trip to the West Coast.

It was agreed, - That the Chair be empowered to write to the Minister of Fisheries and Oceans thanking him for his cooperation in allocating 5,000 tonne quota of Argentine in Zone 3Ps on the South Coast of Newfoundland.

It was agreed, - That, the Chair of the Committee be empowered to seek legal advice to subpoena Canadian fisheries observer reports regarding foreign trawlers fishing in Canadian waters.

It was agreed, - That the Committee invite Earl Wiseman, the Secretary General of the North West Atlantic Fisheries Organization and an individual observer on a boat.

It was agreed, - That the Committee invite Eugene Harrigan to appear in front of the Committee.

It was agreed, - That the Committee seek an Order of Reference to meet off Parliament Hill from Friday, February 20th to the 22nd for the consideration of drafting a report on the trip to the West Coast and that the necessary staff do accompany the Committee and that necessary services and working meals be arranged by the Clerk, the expenses to be borne by the Committee from its operational budget.

It was agreed, - That the Committee seek an Order of Reference to travel to the Territories, Manitoba, Ontario, Labrador and other sites to be determined from April 19th to May 2, 1998 and that the necessary staff do accompany the Committee.

At 11:45 o’clock a.m., the Committee adjourned to the call of the Chair.
