MINUTES OF PROCEEDING
(Meeting No. 9)

Tuesday, November 18, 1997

The Standing Committee on Fisheries and Oceans met at 3:30 o’clock p.m., this day, in room 253-D, Centre Block, the Chair, George Baker, presiding.

Members of the Committee present: George Baker, Yvan Bernier, John Duncan, Wayne Easter, Howard Hilstrom, Nancy Karetak-Lindell, Gar Knutson,
M. Sophia Leung, Gary Lunn, Lawrence O'Brien, Carmen Provenzano, Peter Stoffer.

Acting Members present: Carolyn Bennett for Paul Steckle and Charlie Power for Bill Matthews.

Other Member present: Honourable Gilbert Normand, Secretary of State (Agriculture and Agri-Food) and (Fish and Oceans).

In attendance: From the Research Branch of the Library of Parliament: Claude Emery and Alan Nixon, Research Officers.

Appearing: From the Department of Fisheries and Oceans: Honourable David Anderson, Minister of Fisheries and Oceans.

Witness: From the Department of Fisheries and Oceans:
Wayne Wouters, Deputy Minister, Cheryl Fraser, Administration Policy, Don Dickson, Director General, Finance and Administration.

Order of Reference from the House of Commons dated Wednesday, October 1st, 1997: Main Estimates for the fiscal year ending March 31, 1998 - Votes 1, 5, and 10 under FISHERIES AND OCEANS.

Honourable David Anderson made an opening statement and answered questions.

Howard Hilstrom moved, - That Ron Fewchuk, President of the Fresh Water Marketing Board be invited to appear before the Committee on Thursday, November 20, 1997 or earliest opportunity.

By unanimous consent, the motion was allowed to stand.

On motion of Lawrence O'Brien, it was agreed, - That ten Members of the Standing Committee on Fisheries and Oceans be authorized to extend their travel throughout Newfoundland from November 30 to December 2, 1997 and that the necessary staff do accompany the Members of the Committee.

On motion of John Duncan, it was agreed, - that the Committee seek an Order of Reference to travel to the West Coast.

By unanimous consent, the Committee reverted to the stood motion of Howard Hilstrom after debate thereon, the question being put on the motion, it was negatived.

At 5:40 o’clock p.m., the Committee adjourned to the call of the Chair.
