MINUTES OF PROCEEDING

(Meeting No. 14)

Tuesday, December 9, 1997

The Standing Committee on Fisheries and Oceans met at 9:37 o’clock a.m., this day, in room 253-D, Centre Block, in a Televised Videoteleconference, the Chair, George Baker, presiding.

Members of the Committee present: George Baker, Wayne Easter, John Duncan, Howard Hilstrom, Charles Hubbard, Nancy Karetak-Lindell, Sophia Leung, Carmen Provenzano, Yves Rocheleau and Paul Steckle,

In attendance: From the Research Branch of the Library of Parliament: Claude Emery and Alan Nixon, Research Officers.

Witnesses: Videoteleconference from Halifax, N.S.: Dr. Ransom Myers, Chair of Ocean Studies, Dalhousie University; Dr. Steve Campana, Research Scientist, Bedford Institute of Oceanography; Paul Fanning, Biologist, Bedford Institute of Oceanography; Ghislain Chouinard, Head, Southern Gulf of St. Lawrence Section, Marine Fish Division, Gulf Fisheries Centre.

Pursuant to Standing Order 108(2), a review of the role of sciences in fisheries management.

On motion of John Duncan, it was agreed, - That the Committee approve the proposed operational budget of $60,000.00 for the period from November 22, 1997 to February 28, 1998 and the travel budget to the West Coast from January 18, 1998 to January 27, 1998 in the amount of $147,383.00

On motion of Bill Mathews, it was agreed, - That the Committee approve, the expenses incurred for the working lunches and dinners during the Committee travel throughout Atlantic Canada.

On motion of Paul Steckle, it was agreed, - That the Committee authorize the Chair, in consultation with the Clerk, to take the necessary arrangements to provide for working lunches and dinners, from time to time and the cost of these, be charged to the appropriate budget.

Dr. Ransom Myers made an opening statement and answered questions.

Dr. Steve Campana, Paul Fanning and Ghislain Chouinard all made opening statements and answered questions.

Peter Stoffer moved, - That the Chair be authorized to write the Minister of Fisheries and Oceans requesting that the Federal government stop the additional financial cuts to the Department of Fisheries and Oceans for 1997-98 and 1998-99.

On motion of Wayne Easter, it was agreed, - That debate be now adjourned.

At 11:20 o’clock a.m., the Committee adjourned to the call of the Chair.
