MINUTES OF PROCEEDINGS

MEETING No. 77

Thursday, May 28, 1998

The Standing Committee on Justice and Human Rights met at 11:24 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Gary Breitkreuz, Shaughnessy Cohen, Derek Lee, John Maloney, Richard Marceau, John McKay et Jack Ramsay.

Acting Members present: Lou Sekora for Sheila Finestone, Roy Bailey for Paul E. Forseth.

In attendance : From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Pursuant to Standing Order 106 (3), the Committee commenced consideration of the letter date Wednesday, May 6, 1998, which reads as follows :

"Mr. Luc Fortin

Clerk of the Standing Committee on Justice and Human Rights:

Pursuant to Standing Order 106 (3), a meeting of the Standing Committee on Justice and Human Rights shall be convened within ten sitting days for the purpose of examining the concerns raised in the following letters sent to the Department of Justice: (a) Letter dated April 23, 1998 to the Justice Minister from the User Group on Firearms (copy attached), (b) Letter dated March 30, 1998 to the Justice Minister from the Canadian Police Association (copy attached), and (c) Letter dated July 21, 1997 to the Deputy Minister of Justice from the office of RCMP Commissioner, J.P.R. Murray (copy attached).

Gary Breitkreuz moved, -- "To have the User Group on Firearms, the Commissioner of the RCMP and the Canadian Police Association appear before the Committee".

After debate, the motion was negatived on the following division:
