Wednesday, May 12, 1999

The Standing Committee on Justice and Human Rights met in camera at 3:37 p.m. this day, in Room 308, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Reg Alcock, Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Aileen Carroll, Derek Lee, Peter MacKay, John Maloney, John Reynolds, Jacques Saada.

Acting Member(s) present: Ovid Jackson for Paul DeVillers, Claude Drouin for Ivan Grose, Dan McTeague for John McKay, Richard Harris for Jim Abbott.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher.

Witness(es): From the House of Commons: Robert Marleau, Clerk of the House; Camille Montpetit, Deputy Clerk and Dan McTeague, M.P. for Pickering -- Ajax -- Uxbridge.

Pursuant to Standing Order 108(1) and the motion passed in Committee to summon the Clerk of the House, the Committee commenced consideration of the Standing Orders. (See Minutes of Proceedings dated Tuesday, May 11, 1999, Meeting No. 141)

Robert Marleau made an opening statement, and along with Camille Montpetit, answered questions.

It was agreed, -- That the matter of tabling the Committee's impaired driving report be adjourned to the week of May 25, 1999, and that the Minister of Justice and Attorney General of Canada be invited to appear.

At 4:05 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed in public.

The Order of Reference dated Friday, April 16, 1999, being read as follows:

ORDERED, -- That Bill C-440, An Act to amend the Criminal Code (flight) be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

Dan McTeague made an opening statement and answered questions.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
