Meeting No. 87

Monday, October 19, 1998

The Standing Committee on Justice and Human Rights met at 3:44 p.m. this day, in Room 371, West Block, the Chair, Shaughnessy Cohen, presiding.

Member(s) of the Committee present: Jim Abbott, Reg Alcock, Michel Bellehumeur, Shaughnessy Cohen, Ivan Grose, Peter MacKay, John Maloney, Richard Marceau, John McKay and Jacques Saada.

Acting Member(s) present: Randy White for John Reynolds, Dick Harris for Chuck Cadman, Joe Jordan for Derek Lee, Ovid Jackson for Paul DeVillers, John Richardson for Eleni Bakopanos, Peter Stoffer for Peter Mancini.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Pursuant to Standing Order 108(2) the Committee met to consider a motion by Mr. Peter MacKay, M.P.

Peter MacKay moved, -- "That the Standing Committee on Justice and Human Rights summon the following individuals to testify under oath before the Committee:

- Honourable Andy Scott, P.C., M.P.

- Mr. Dick Proctor, M.P.

- Mr. Frederick D. Toole, Q.C."

After debate, the motion was negatived on the following division:

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed in camera.

The Committee proceeded to discuss its future business.

It was agreed, -- That the Committee begin hearings on its Order of Reference dated Thursday, October 30, 1997, to bring in a bill to amend those sections of the Criminal Code which deal with impaired driving, on or about the 19th of November and report to the House on or about the 15th of May 1999.

At 5:00 p.m., the Committee adjourned to the call of the Chair.
