Meeting No. 111

Tuesday, February 9, 1999

The Standing Committee on Justice and Human Rights met at 9:35 a.m. this day, in Room 308, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay and Jacques Saada.

Acting Member present: Richard Harris for John Reynolds.

Associate Member present: Pierre Brien.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Witness(es):From the Canadian Police Association: Grant Obst, President; Dale Kinnear, Labour Analyst; From the Canadian Association of Chiefs of Police: Maurice Pilon, Deputy Commissioner; From the Royal Canadian Mounted Police: Roy Berlinquette, Deputy Commissioner, North West Region and Member of Ontario Provincial Police; Grant Smith, Contract Policing, R.C.M.P. Headquarters; From the Ministry of Attorney General of British Columbia: Roger F. Cutler, Crown Counsel.

Pursuant to Standing Order 68(4)(a) and the Order of Reference dated Thursday, October 30, 1997, the Standing Committee on Justice and Human Rights resumed consideration of the Criminal Code impaired driving provisions. (See Minutes of Proceedings dated February 3, 1999, Meeting No. 109)

The witnesses from the Canadian Police Association made opening statements and answered questions.

Maurice Pilon from the Canadian Association of Chiefs of Police made an opening statement, and along with Roy Berlinquette, answered questions.

Roger Cutler from the Ministry of the Attorney General of British Columbia made an opening statement and answered questions.

It was agreed, -- That the issue of time allocation for the questioning of witnesses be referred to the Sub-Committee on Agenda and Procedure.

At 12:17 p.m., the Committee adjourned to the call of the Chair.
