MEETING No. 6

MINUTES OF PROCEEDINGS

Tuesday, NOVEMBER 18, 1997

The Standing Committee on Justice and Human Rights met at 11 h 07 a.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Sheila Finestone, Paul E. Forseth, Derek Lee, Peter G. MacKay Gurbax Malhi, John Maloney, Peter Mancini, Richard Marceau and Jack Ramsay.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Nancy Homes, Research Officer.

The Committee proceeded to discuss future business.

It was agreed,--That the proposed list of witnesses be approved.

Eleni Bakopanos moved,--That the budget of the Committee for the study of firearms regulations in the amount of $ 99,125 be adopted.

After debate, the motion was agreed to.

Peter Mancini moved,--That written briefs submitted to the Committee during its study of firearms regulations have equal weight with testimonies heard during its deliberations.

After debate, the motion is agreed to.

Derek Lee moved,--That the draft report of the Committee on the circumstances leading up to and surrounding its consideration of Bill C-16, an Act to Amend the Criminal Code and the Interpretation Act (powers to arrest and enter dwellings) be adopted as amended.

After debate, the motion was agreed to.

It was agreed,--That the Chair table the report as the Second Report of the Committee.

Eleni Bakopanos moved,--That the Committee request that the Government provide a comprehensive response to this report.

After debate, the motion was agreed to.

The Committee examined the motion of Peter MacKay regarding the establishment of a sub-committee (See the Minutes of proceedings dated Thursday, November 6, 1997, meeting No. 5).

After debate, the motion was negatived.

At 12:12 p.m., the Committee adjourned to the call of the Chair.
