MINUTES OF PROCEEDINGS

THURSDAY, NOVEMBER 27, 1997

The Standing Committee on Justice and Human Rights met at 9:39 a.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Shaughnessy Cohen, Derek Lee, Peter G. MacKay, John Maloney et Jack Ramsay.

Acting Member present: John McKay for Paul DeVillers.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From User Group Firearms (UAGF): Steve Torino, President; Jim Adam and Terrence Burns. From the Canadian Police Association : Detective Inspector Neal Jessop, (Windsor Police Force), President; Scott Newark, Executive Officer and Police Sergeant Gerry Pyke (Vancouver Police Force). From Motion Picture Studio Production Technicians - Local 891» and Six Angles productions Inc.: Neil MacLeod, Property Master. From the Metis National Council : Gerald Morin, President; Tony Belcourt, President, Metis Nation of Ontario; Bob Stevenson, MNC, Fur Representative and Dwayne Roth, Metis lawyer, Saskatchewan.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

Terrence Burns made a presentation and, with Jim Adam and Steve Torino, answered questions.

At 10:28 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

Neal Jessop made a statement and, with Scott Newark and Gerry Pyke, answered questions.

At 11:30 a.m., the sitting was suspended.

At 11:52 a.m., the sitting resumed.

Gerald Morin, Tony Belcourt, Bob Stevenson and Dwayne Roth made a statement and answered questions.

At 1:40 p.m., the Committee adjourned to the call of the Chair.
