MEETING No. 54

Thursday, APRIL 23, 1998

The Standing Committee on Justice and Human Rights met at 10:07 a.m. this day, in Room 308, West Block, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Sheila Finestone, Derek Lee, Peter G. MacKay, John Maloney, Peter Mancini, Richard Marceau, John McKay and Andrew Telegdi.

Acting Members present: Chuck Cadman for Paul E. Forseth, Myron Thompson for Jack Ramsay.

In attendance: : From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst, Marilyn Pilon, Research Officer.

Appearing: The hon. Andy Scott, Solicitor General of Canada.

Witnesses: From the Department of the Solicitor General of Canada: Jean T. Fournier, Deputy Solicitor General. From the Royal Canadian Mounted Police: Philip J.R. Murray, Commissioner. From the Correctional Service of Canada: Ole Ingstrup, Commissioner. From the National Parole Board: Willie Gibbs, Chairman. From the Canadian Security Intelligence Service: Ward P. D. Elcock, Director.

The Committee resumed consideration of its Order of Reference of Thursday, February 26, 1998, relating to the Main Estimates for 1998-99 (See Minutes of Proceedings of Monday, April 20, 1998, Meeting No. 50).

By unanimous consent, the Chair called Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50, under SOLICITOR GENERAL.

The minister made a statement and, with the other witnesses, answered questions.

At 12:08 p.m., the Committee adjourned to the call of the Chair.
