Meeting No. 109

Wednesday, February 3, 1999

The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 536, Wellington Building, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini and Jacques Saada.

Acting Member(s) present: Dick Harris for Jim Abbott, Pierre Brien for Richard Marceau.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Witness(es):From the Royal Canadian Mounted Police: Brian T. Hodgson, Chief Scientist - Alcohol, Forensic Laboratory Services Directorate - Central Forensic Laboratory; Wayne Jeffery, Vancouver Forensic Laboratory and Chair of the Drugs and Driving Committee, Canadian Society for Forensic Science; From the Canadian Society for Forensic Science: Doug Lucas, Member; Louise Deheut, Member.

The Committee proceeded to consider its future business, in camera.

It was agreed, -- That the agenda for hearings on the impaired driving study be approved.

It was agreed, -- That the witness list for the hearings on Bill C-251 be approved with the addition of the John Howard and Elizabeth Fry Societies.

It was agreed, -- That the witness list for the hearings on Bill C-284 be approved.

At 3:55 p.m., the sitting was suspended.

At 3:56 p.m., the sitting resumed in public.

Pursuant to Standing Order 68(4)(a) and the Order of Reference dated Thursday, October 30, 1997, review of the Criminal Code impaired driving provisions.

The witnesses made opening statements and answered questions.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
