The Standing Committee on Justice and Human Rights met at 9:39 a.m. this day, in Room 371, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Peter MacKay, John Maloney, John McKay and Jacques Saada.

Acting Member present: Richard Harris for Jim Abbott.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher.

Witness(es):From the Canada Safety Council: Emile-J. Therien, President; Raynald Marchand, Manager, Traffic Safety and Training; Ethel Archard, Manager, Marketing and Promotion; From the Insurance Bureau of Canada: Mark Yakabuski, Vice-President, Government Relations; Stan Griffin, Vice-President, Ontario; From the Insurance Corporation of British Columbia: Greg D. Basham, Government and Corporate Relations Executive, Executive Office; From the Canadian Council of Motor Transport Administrators: Janice Schmidt, Chair, Strategy to Reduce Impaired Driving Task Force.

Pursuant to Standing Order 68(4)(a) and the Order of Reference dated Thursday, October 30, 1997, the Standing Committee on Justice and Human Rights resumed consideration of the Criminal Code impaired driving provisions. (See Minutes of Proceedings dated Wednesday, February 3, 1999, Meeting No. 109)

Emile-J. Therien from the Canadian Safety Council made an opening statement, and along with Raynald Marchand answered questions.

Mark Yakabuski and Stan Griffin from the Insurance Bureau of Canada made opening statements and answered questions.

Janice Schmidt from the Canadian Council of Motor Transport Administrators made an opening statement and answered questions.

Greg D. Basham from the Insurance Corporation of British Columbia made an opening statement and answered questions.

At 11:45 a.m., the Committee adjourned to the call of the Chair.
