Meeting No. 92

Tuesday, October 27, 1998

The Standing Committee on Justice and Human Rights met at 9:07 a.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Shaughnessy Cohen, Paul DeVillers, Ivan Grose, Derek Lee, Peter MacKay, John Maloney, Peter Mancini, Richard Marceau, John Reynolds, Jacques Saada.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher; Philip Rosen, Senior Analyst.

Witness(es):From the Department of Justice: Yvan Roy, Senior General Counsel, Criminal Law Policy Section; Chris Ram, Counsel, Criminal Law Policy Section; Jodie Van Dieen, Counsel, Criminal Law Policy Section.

At 9:15 a.m., the Committee proceeded to sit in camera.

Pursuant to Standing Order 108 (2), the Committee continued its consideration of a draft report on the Victims' role in the criminal justice system.

It was agreed, -- That the Draft Report, as amended, be concurred in.

It was agreed, -- That the Chair be authorized to make such grammatical and editorial changes to the Report as may be necessary without changing the substance of the Report.

It was agreed, -- That pursuant to Standing Order 109, the Committee request that the Government provide a comprehensive response to this Report.

It was agreed, -- That the Chair table the Report as the Fourteenth Report of the Committee.

At 9:30 a.m., the Committee proceeded to sit in public.

The Order of Reference dated Thursday, October 8, 1998, being read as follows:

ORDERED, -- That Bill C-51, An Act to amend the Criminal Code, the Controlled drugs and the Substances Act and the Corrections and Conditional Release Act be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The Chair called Clause 1.

The witnesses answered questions.

At 10:42 a.m., the Committee adjourned to the call of the Chair.
