MEETING No. 32

 

Tuesday, FEBRUARY 24, 1998

 

The Standing Committee on Justice and Human Rights met at 9:04 a.m. this day, in Room 371, West Block, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Michel Bellehumeur, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Paul E. Forseth, Derek Lee, John Maloney, Richard Marceau, John McKay and Jack Ramsay.

 

Acting Member present: Chuck Cadman for Paul E. Forseth.

 

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst, Nancy Holmes, Research Officer.

 

Witnesses : From the Canadian Police Association: Neal Jessop, President; Scott Newark, Executive Director; William J. Donnely, Windsor Police Service; Neale T. Tweedy, Greater Toronto Police Service; Robert D. Keppel, Office of the Attorney General, Washington State; Jon Netelendos, Vice-President. From Laval University: Marie-Hélène Parizeau, Professor.

 

Pursuant to its order of reference of November 4, 1997, the Committee continued its consideration of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts and of provisions and operation of Bill C-104 (1st Session, 35th Parliament) forensic DNA testing (See Minutes of Proceedings dated Wednesday, February 4, 1998, meeting No. 23).

 

Neal Jessop, Scott Newark, William J. Donnely, Neale T. Tweedy, Robert D. Keppel and Jon Netelendos made statements and answered questions.

 

At 11:07 a.m., the sitting was suspended.

 

At 11:15 a.m., the sitting resumed.

 

Marie-Hélène Parizeau made a presentation and answered questions.

 

 

At 12:20 p.m., the Committee adjourned to the call of the Chair.
